In this classical paper on Turbulence, Taylor introduced the idea that the scale of turbulence and its statistical properties can be given either by considering the velocity field at two different points at one instant of time or by considering the velocity of a particle at different instants, and suggested different ways for experimentally determine this quantities at the very beginning of this turbulent and vast research field.
